Are usernames server specific?

I was just wondering if it was possible for two people to have the same username on different servers?

e.g If I create an account joebloggs@diasp.org, can someone else set up joebloggs@joindiaspora.org or are the usernames unique across the whole network.

Yes, you can have the same username on different servers. The usernames are server specific.

It is similar to how email work. You can register same user name in yahoo, hotmail or gmail for example.

Is there a way to link the two profiles together? Say if I have two accounts on different pods but want it to behave as one?
